RFQ for Environmental Services

The Finger Lakes Regional Land Bank Corporation was approved by the New York State Urban Development Corporation d/b/a Empire State Development, pursuant to Article 16 of the New York State Not-for-Profit Corporation Law in 2015. The Finger Lakes Regional Land Bank is a not-for-profit formed by Seneca County to facilitate the return of vacant and abandoned properties to productive use. The Land Bank’s work includes the acquisition and resale of properties to qualified buyers/investors, Land Bank – managed renovation of properties to sell move-in or rehab ready condition, and long term holding and assembly of certain properties to facilitate future development projects. Pursuant to the above, the Land Bank is seeking qualified firms to provide independent Environmental Site Assessments (Phase I and subsequent investigations) on properties which are parcels the Land Bank has identified. The Land Bank already has five (5) properties in its inventory that will require some level of environmental assessment. The Land Bank anticipates acquiring up to seven (7) additional properties through 2020 that will require environmental services requested herein.

FLRLBC seeks a firm or individual with a primary office or place of business located in Seneca County that can provide the following services in 2019 with the option for extension:

Property Advertising:

·         Create and maintain listings for all assigned FLRLBC properties available for sale on all multiple listing services to which Respondent has access. Update price, photos, and other details as necessary.

·         Advertise FLRLBC properties to the real estate brokerage community as well as the general population via email blasts, newspaper ads, online ads, open houses, etc.

·         All listings and marketing materials for FLRLBC must stipulate that potential buyers must meet income requirements and complete homebuyer counseling as determined and communicated by FLRLBC.

Buyer Assessment & Negotiation:

·         Screen and assess potential buyers of the FLRLBC properties to ensure they meet mortgage pre-approval qualification requirements.

·         Accompany potential buyers and/or their agents or designates to FLRLBC properties.

·         Relay all offers by income-eligible buyers to FLRLBC, and negotiate as directed.

Market Analysis:

·         As requested, provide general market and submarket information for neighborhoods and communities throughout Seneca County

·         As requested, provide comparables for properties in which the FLRLBC has a current or potential interest in.

MINIMUM QUALIFICATIONS FOR CONTRACTORS

1. Company must be in the business of providing general contracting work for a minimum of five (5) years; or if the company has not been in the business of providing general contracting work for a minimum of five (5) years, the company principal must have experience working for a general contractor for at least five (5) years in a project manager/supervisor capacity for at least two (2) of those five (5) years.

2. Company must be financially solvent and adequately capitalized.

3. Company must have demonstrated ability to commit to residential rehabilitation, reconstruction, and carry out such projects within 90-120 days.

4. Company and appropriate staff must be EPA lead certified renovator(s).

5. Company must demonstrate financial resources to perform and complete the work and to provide all required warranties.

6. General Contractor must assign and identify at least one single point of contact (provide contact information) to the Land Bank.

7. General Contractor must provide at least three (3) references, including addresses and telephone numbers, one of which must be a reference from a municipality that respondent has previously been engaged by to perform general contracting work.

8. General Contractor must provide any additional information which would serve to distinguish the respondent from other respondents submitting qualifications such as examples of work on projects similar to the projects contemplated by this RFP, and any special expertise or experience of respondent, etc.

9. The Land Bank may make such inquiries it deems necessary to determine the ability of each respondent to perform the services contemplated by this RFP. Respondent shall promptly furnish all information and data for this purpose as may be subsequently requested by the Land Bank.

10. For the portion of the work that requires asbestos abatement or demolition of asbestos in place, the GC must maintain or hire a subcontractor that holds all licenses required by the NYS Department of Labor for asbestos handling prior to bidding on demolition work.

Land Bank continues to chip away at ‘zombie’ properties in Seneca County

There are a lot of trendy terms out there addressing issues around houses and properties that go unkempt for a long period of time. These properties are typically given ‘zombie’ status; and refer to the concept that they are stuck in a complicated process. Somewhere between outright foreclosure and auction is the point where community stakeholders start to take notice that a particular piece of property might need help to be livable again.

That’s where the Finger Lakes Regional Land Bank comes into the equation. In late-2017 the Board of Supervisors took action, allowing for the Chairman to have access to a list, necessary to facilitate the process, which is governed partially by New York State. Having access to a list of properties available for the Land Bank to acquire, and then rehabilitate or demolish for sale is crucial.
